Dr. Arpad Pusztai

Mr. Alan Simpson: To ask the Secretary of State for Scotland if the terms of Dr. Arpad Pusztai's retirement from the Rowett Institute preclude him from (a) discussing his recent research work and (b) pursuing similar research elsewhere. [70050]

Mr. Macdonald: The terms of Dr. Pusztai's employment required that disclosure of any information or data collected in the course of his employment required the approval of the Director of the Rowett Research Institute. The same restrictions apply after employment has ceased. The Institute is encouraging Dr. Pusztai to prepare his results for publication through the standard channels of peer reviewed scientific journals.

Dr. Pusztai is free to pursue similar research elsewhere.

Public Bodies

Dr. Tony Wright: To ask the Secretary of State for Scotland which of the executive non-departmental public bodies sponsored by his Department have a statutory base; and which are subject to investigation by the Parliamentary Commissioner. [69916]

Local Government Finance

Mr. Gorrie: To ask the Secretary of State for Scotland what totals at constant prices have been expended or are planned in the Comprehensive Spending Review for Scottish local authority revenue expenditure in the years from 1995-96 to 2001-02 for (a) education, (b) social work, (c) police, (d) fire, (e) housing, (f) environmental services and (g) recreation and leisure services. [69717]

Mr. McLeish: The table shows local authority outturn figures and estimates for 1995-96 to 1998-99 for current expenditure on the various services (excluding loan and leasing charges). Local authority plans for the period covered by the CSR are not known yet and the table shows Government estimates of Grant Aided Expenditure for these years; all figures are at constant prices.

Edinburgh College of Art

Mr. Gorrie: To ask the Secretary of State for Scotland if he will delay a decision about possible major changes in the status of Edinburgh College of Art until the Scottish Parliament has time to consider it. [69738]

Mrs. Liddell: There is no submission at present before the Secretary of State seeking approval for a change in the status of Edinburgh College of Art.

From 1 July 1999, this will be a matter for the Scottish Parliament.

Specialist Colleges

Mr. Gorrie: To ask the Secretary of State for Scotland if he will make a statement on the future status of the Royal Scottish Academy of Music and Drama, the Glasgow School of Art and the Edinburgh College of Art. [69739]

Mrs. Liddell: The Secretary of State has not received any proposals for a change in the status of these institutions.

From 1 July 1999, this will be a matter for the Scottish Parliament.

Teachers

Mr. Gorrie: To ask the Secretary of State for Scotland which councils have been unable to provide supply teachers to schools on occasions when they were needed to provide cover because of sickness or absence of teachers on in-service training in the (a) last and (b) current session. [69732]

Mrs. Liddell: The Scottish Office does not at present have the information requested. However, we are aware that some local authorities are having difficulty in maintaining adequate numbers of supply teachers to provide cover and will shortly be undertaking work to obtain information from authorities on the demand for and deployment of supply teachers. The Planning Group on Teacher Supply, which is chaired by the Scottish Office and includes representatives from the education authorities, teacher education institutions, General Teaching Council and the Scottish Higher Education Funding Council, will be considering how this information can best be taken into account in teacher work force planning.

From 1 July 1999, this will be a matter for the Scottish Parliament.

Public Consultations

Dr. Lynne Jones: To ask the Secretary of State for Scotland if he will publish his Department's collation and assessment of responses to each of the Government's public consultations. [69775]

Mr. Dewar: Where it is appropriate to do so, my Department publishes an assessment of responses received to public consultations. A recent example is contained in Annex D to the Report of the Consultative Steering Group (CSG) on the Scottish Parliament.

Roads Budget

Mr. David Marshall: To ask the Secretary of State for Scotland what is the increase in the Roads Department

budget in Scotland in the current financial year over the previous financial year in (a) cash and (b) percentage terms. [70265]

Mr. Macdonald: The motorway and trunk road budget for the year from 1 April 1999 is £162.8 million (net), an increase of £10.1 million (6.6%) over this year.

From 1 July 1999, this will be a matter for the Scottish Parliament.
