Water Fluoridation

Mr. Win Griffiths: To ask the Secretary of State for Wales if he will make a statement about the impact of (a) the fluoridation of water and (b) the cessation of fluoridation of water in Anglesey on the dental health of children; and what studies his Department has conducted on the impact of fluoridation and of the withdrawal of fluoridation on the general health of the population. Mr. Jon Owen Jones: The topping up of water supplies with fluoride to one part per million reduces tooth decay in young children by at least 50 per cent. and confers lifelong oral health gains. Since the cessation of fluoridation in Anglesey, tooth decay in young children there has increased by 168 per cent.

Respondents to the Welsh Office Green Paper "Better Health, Better Wales", published in May 1998, were overwhelmingly in favour of fluoridation. The Welsh Office is considering the responses in conjunction with other health departments which have undertaken similar consultation exercises.

Following the transfer of functions, this issue will be a matter for the National Assembly.

Psychiatric Care (Children)

Mr. Livsey: To ask the Secretary of State for Wales how many children in Wales have been admitted to psychiatric care for each year since 1992. [76907]

Mr. Jon Owen Jones: Information on the number of in-patient admissions for children (aged under 16) for psychiatric care is given in the following table. It should be noted that a child may have been admitted more than once during the period.

The codes included are: ICD-9:317 to 319, ICD-10:F70 to F79 (mental retardation), ICD-10:F80 to F89 (disorders of psychological development) and ICD-9:290 to 316, ICD-10:F00 to F69 and F90 to F99 (all other psychiatric/mental illness).

Mr. Livsey: To ask the Secretary of State for Wales what evaluation his Department has undertaken of (a) individual social services department's policy and (b) individual psychiatric services in relation to children excluded from school in the last five years. [76903]

Mr. Jon Owen Jones: An analysis of children's services plans of Welsh local authorities (1997) identified weaknesses in planning for unmet needs, though some authorities had set targets in relation to children excluded from school.

The Welsh Office is funding, through the Welsh Office of Research and Development (WORD), a project in Swansea which is evaluating strategies for reducing school exclusion.

In its response to Sir William Utting's report of the Children's Safeguards Review, the Government undertook to issue guidance on school exclusion and pupil support relevant to looked after children. Local Education Authorities will also have to set targets for reducing school exclusions as part of their education strategic plans which are to come into effect from 1 September 1999.

The Government's proposals for the reform of children's services include objectives to ensure that children in need and those looked after obtain maximum benefit from educational opportunities.

The Welsh Office is developing a Strategy for Child and Adolescent Mental Health services, with the help of an Advisory Group. The needs of children excluded from school will be taken into account in developing this Strategy.

Following the transfer of functions, this issue will be a matter for the National Assembly.

Health Authorities (Debts)

Mr. Livsey: To ask the Secretary of State for Wales if he will publish for each area and health authority in Wales the level of total debt (a) in cash terms and (b) as a percentage of income. [76921]

Mr. Jon Owen Jones: I will write to the hon. Member as soon as possible and place a copy of my reply in the Library of the House.

Residential Care Homes

Mr. Livsey: To ask the Secretary of State for Wales how many people in Wales are in residential care homes in the most recent year for which figures are available in the (a) 16 to 64, (b) 65 to 74, (c) 74 to 84 and (d) 85 years and over age groups; and in each of those categories if he will list the numbers funded by (i) the local authority on a means tested basis, (ii) the individuals themselves and (iii) the Department of Social Security through presented rights. [76906]

NHS Trusts

Mr. Livsey: To ask the Secretary of State for Wales if he will list the (a) M1 management costs, (b) M2 management costs and (c) management consultancy costs (i) in total and (ii) as a percentage of income for each NHS trust in Wales for the last five years. [76920]

Mr. Jon Owen Jones: (a)(b) Figures for M1, which consist of salary costs of only the more senior managers, together with the costs of management consultancy and M2, which adds in the salary costs of all other staff who work in corporate management function of NHS trusts, are available for 1995-96 to 1997-98. Prior to the introduction of the M1 and M2 measures, figures are given for "management costs".

(c) Information on management consultancy costs is not held centrally.
