The Minister has failed to persuade us that the proposal will do anything to solve the problems of congestion in London. In fact, it is a stealth tax--a tax by the backdoor. The issues of pollution can be tackled without the introduction of a congestion charge. Under the circumstances, we shall press the amendment to a Division.
