The Lords have agreed to the Road Traffic (NHS Charges) Bill, with an Amendment; to which the Lords desire the concurrence of this House.

2Road Traffic (NHS Charges) Bill,—Ordered, That the Lords Amendment to the Road Traffic (NHS Charges) Bill be considered forthwith.—(Mr Jim Dowd.)

The House proceeded to consider the said Amendment.

The Lords Amendment (in page 3, line 31, after the word ‘out' to insert the word ‘in') was agreed to.

6Protection of Children Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Protection of Children Bill [Money];

Resolved, That, for the purposes of any Act resulting from the Protection of Children Bill, it is expedient to authorise the payment out of money provided by Parliament of—

(a) any expenditure incurred by the Secretary of State under or by virtue of the Act; and

(b) any increase attributable to the Act in the sums payable out of money so provided under any other Act.—(Mr David Jamieson.)

7Public Petitions,—Public Petitions from residents of the United Kingdom for an inquiry into the establishment of a non-military security fund were presented and read; and ordered to lie upon the Table and to be printed.

Trustee Delegation Bill [Lords],—The Lords have passed a Bill to amend the law relating to the delegation of trustee functions by power of attorney and the exercise of such functions by the donee of a power of attorney; and to make provision about the authority of the donee of a power of attorney to act in relation to land; to which the Lords desire the concurrence of this House.

6Trustee Delegation Bill [Lords],—The Trustee Delegation Bill [Lords] was read the first time; and ordered to be read a second time and to be printed [Bill 58].

(a) for zero-rating or exempting a supply, acquisition or importation;

(b) for refunding an amount of tax;

(c) for varying any rate at which that tax is at any time chargeable; or

(d) for any relief, other than a relief which—

(i) so far as it is applicable to goods, applies to goods of every description, and

(ii) so far as it is applicable to services, applies to services of every description—(Mr Chancellor of the Exchequer);

And it being Ten o'clock, the Debate stood adjourned.
