I regret to have to report to the House the death of the Right honourable Derek John Fatchett, Member for Leeds Central. I am sure that honourable Members of all parties will join me in mourning the loss of a colleague and in extending our sympathy to the family and friends of the Right honourable Gentleman.

4Fuel Poverty and Energy Conservation Bill,—The Order for reading the Fuel Poverty and Energy Conservation Bill a second time on Friday was read and discharged.

Bill withdrawn.

5Control of Fireworks,—A Motion was made, and the Question being proposed, That leave be given to bring in a Bill to ban the sale of fireworks to the general public; to provide for a licensing system for firework displays; and for connected purposes—(Sir Teddy Taylor);

And the Motion being opposed, after a brief explanatory statement from the Member who made the Motion and from a Member who opposed it, the Speaker put the Question, pursuant to Standing Order No. 23 (Motions for leave to bring in bills and nominations of select committees at commencement of public business):—It was agreed to.

6Control of Fireworks Bill,—Sir Teddy Taylor accordingly presented a Bill to ban the sale of fireworks to the general public; to provide for a licensing system for firework displays; and for connected purposes: And the same was read the first time, and ordered to be read a second time on Friday 23rd July and to be printed [Bill 97].

7Opposition Day [11th allotted day],—It being an allotted day at the disposal of the Leader of the Opposition in pursuance of Standing Order No. 14 (Arrangement of public business), the House proceeded to consider opposition business.

The Government's Pensions Policy,—A Motion was made, and the Question being proposed, That this House believes that the Government's proposed pensions reforms are in chaos and will do great damage to long-term savings and pension provision, especially occupational pension schemes and Group Personal Pensions; that, unless changes are made which have been called for by Her Majesty's Opposition, the stakeholder pension will be an expensive failure; further believes the Minimum Income Guarantee combined with the proposed State Second Pension will constitute a massive extension of means-testing; and condemns the Government's complacency and incompetence which will ensure millions of future pensioners will be forced into dependence on state handouts in retirement—(Mr Iain Duncan Smith);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House' to the end of the Question and add the words ‘commends the Government's approach to pensions reform, set out in its Green Paper “Partnership in Pensions”; congratulates the Government on its determination to tackle 18 years of abject failure on the part of the Conservative government to put pensions provision on a proper footing and rejects the Conservative plans to privatise pension provision; commends the Government's commitment to end the scandal of pensions mis-selling and its plans to strengthen the financial regulatory system; commends the Government on its commitment to economic stability and low inflation which helps pensioners; believes that its reforms to the corporate tax system, which will result in the lowest ever rate of Corporation Tax, will be in the long-term interests of companies, shareholders and pensioners; and approves of the Government's introduction of the Minimum Income Guarantee, Winter Fuel Payments, the re-introduction of free eye tests and commitment to concessionary travel for the elderly as part of its strategy to provide security in retirement', instead thereof.—(Mr Secretary Darling.)

And the Question being put, That the original words stand part of the Question;

Implications of Scottish and Welsh Devolution for the Westminster Parliament,—A Motion was made, and the Question being proposed, That this House believes that the Scottish Parliament and the National Assembly for Wales need to work not only in the interests of the people of Scotland and Wales but for all the people of the United Kingdom and calls upon the Government to address the imbalances and tensions introduced by the establishment of the devolved bodies; urges the Government to abandon plans for electoral reform at Westminster in the light of experience in Scotland and Wales; and calls upon all unionist parties to resist resurgent nationalism in every part of the UK—(Dr Liam Fox);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House' to the end of the Question and add the words ‘welcomes the establishment of the Scottish Parliament and the National Assembly for Wales, following the elections on 6th May, and the prospect of working co-operatively with these bodies and in particular the opportunity this presents to make government more democratic, accountable and inclusive within the context of a stronger Union', instead thereof.—(Mrs Helen Liddell.)

5Opposition Day [12th allotted day],—It being an allotted day at the disposal of the second largest opposition party in pursuance of Standing Order No. 14 (Arrangement of public business), the House proceeded to consider opposition business.

American Food Exports and European Trade Policy,—A Motion was made, and the Question being proposed, That this House notes that the EU ban on hormonally-modified meat must end on Thursday 13th May 1999 under World Trade Organisation rules and that the USA is threatening massive retaliatory trade sanctions against member states unless this is adhered to; is concerned that the latest scientific evidence raises serious doubts over the safety of these and genetically-modifed products, further undermining consumer confidence, deplores the failure of the EU and the USA to pursue agreed research criteria into the efficacy of introducing such products into the food chain, threatening established World Trade Organisation agreements and ignoring the impact of global biodiversity in the long term; and urges the Government to recognise its responsibilities at the forthcoming Millennium Round and ensure that food safety, the protection of biodiversity and assistance to the economies of developing countries are integral to negotiations on the liberalisation of trade—(Mr David Chidgey);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House' to the end of the Question and add the words ‘recognises the importance of open markets between the EU and the US, notes that in general the trade relationship is a good one; acknowledges the work being undertaken by the Government in seeking a solution to the banana disputes in a way that is World Trade Organisation compatible and is helpful to British industry and to those countries economically dependent on exports of bananas; welcomes the Government's commitment to find a solution to issues concerning US food exports that is good for the consumer, respects scientific research and avoids protectionism; welcomes the Government's commitment to consider sustainable development issues in its approach to trade issues as well as the interest of developing countries; and endorses the Government's support for comprehensive trade negotiations to be launched at the World Trade Organisation Ministerial meeting in Seattle in late 1999', instead thereof.—(Mr John Battle.)

Parliamentary Democracy,—A Motion was made, and the Question being proposed, That this House affirms that effective parliamentary democracy in the United Kingdom and effective scrutiny in Europe depend on competent, coherent and constructive opposition; regrets the failure of the disunited Conservative Parliamentary Party at Westminster and the antipathetic and complacent Conservative group in the European Parliament to provide that necessary check on the executive, especially given their confusion over the future funding of education, policing, the NHS and other public services, Britain's positive role in Europe, and the achievement of necessary reforms of the institutions and policies of the European Union; and considers that the British taxpayer gets inadequate value for money from the Official Opposition—(Mr David Heath);

An Amendment was proposed to the Question, in line 4, to leave out from the word ‘opposition' to the end of the Question and add the words ‘notes with contempt that the Liberal Democrat Parliamentary Party considers it to be a constructive use of specially allocated opposition time to indulge in a petty and vindictive attack on Her Majesty's Opposition rather than to challenge the executive and hold it to account; and points out that, in so doing, a Party whose record of attendance and willingness to sacrifice principle for party advantage shows that it has no constitutional claim to the position and privileges which are rightly accorded to opposition parties in the parliamentary system', instead thereof.—(Mr Michael Ancram.)
