FURTHER INFORMATION ON CERTAIN LICENSING
DECISIONS DETAILED IN THE GOVERNMENT'S SECOND REPORT ON STRATEGIC
EXPORT CONTROLS
1. The Committee requested certain further
information about various licensing decisions between1 January
and 31 December 1998, as set out in the Government's 1998 Annual
Report on Strategic Export Controls, published on 3 November 1999.
2. The decisions on which further information
has been requested are summarised in Annexes A to C to this Memorandum,
and in the confidential annex at Annex E.
3. Regrettably, a small number of errors
and omissions have been identified in Part II of the Report. We
are reviewing out procedures to minimise the risk of such errors
occurring in the future. As was noted in the Report, human error
cannot be eliminated altogether in the compilation of such a large
body of data. Deails are given at Annex D.
