Annex Ci

ALL MILITARY SIELS AND OIELS ISSUED TO CHINA BETWEEN 1 JANUARY AND 31 DECEMBER 1998

  1.  The Committee asked the Government to provide a list of all individual licences covering military equipment for export to China issued between 1 January and 31 December 1998, and to identify in each case:

    (a)  details of the nature of the goods to be exported beyond the basic authorisation in the Report, including an indication of volume and value; and

    (b)  the intended end-user.

  2.  The licences on which further information has been requested are summarised in the confidential Annex to this Memorandum. The information on Open Individual Export Licences (OIELs) does not specify a volume or value for the goods exported as there is generally no limit to the quantity of exports that may be made under such licences.

  3.  The Annex to this Memorandum contains the additional information requested by the Committee and is provided to the Committee in confidence.

  4.  During compilation of this information the following error was identified:—

  The Annual Report states that five licences covering military equipment controlled under rating ML10 were issued for exports to China. In fact one of these licences should have been recorded against Taiwan as follows:
