Scope for UK action
41. The scope for action on GMOs by the Government
is circumscribed by a number of factors. The Government's role
is regulatory as Mr Rooker emphasised.[82]
This role is governed by EC legislation to which reference has
already been made. Individual applications are subject to Community-wide
procedures. In addition the UK and the EU as a whole are bound
by the disciplines of the World Trade Organisation (WTO).
