MEMORANDUM 9

  The purpose of my memorandum is to explain the funding I receive from the local authorities to whom I am appointed and the use which is made of the facilities in my laboratory.

  It is commonplace, although not necessarily a perfect practice, to measure the service level of laboratories by the number of samples received and analysed per thousand head of population.

  I am appointed as public analyst to seven local authorities. The rate of sampling per thousand head of population varies from 0.06 to 1.1.

  I bring this to the Committee's attention in order to illustrate the wide variation of official food law enforcement activity at local authority level, and to support in particular clauses 14 and 15 of the draft bill.
