Review of Management and Services: Report to the House of Commons Commission Introduction



The House of Commons Commission decided on 26 October 1998 to invite Mr Michael Braithwaite to undertake a review of the system of management and decision-taking responsibilities for services to the House, which was set up following the enquiry in 1990 by Sir Robin Ibbs.

In addition to Mr Michael Braithwaite, the review team comprised:

Lord Newton of Braintree, Leader of the House 1992-97

Mr Robert Rogers, Clerk of Delegated Legislation

Mr James Robertson, Assistant Serjeant at Arms

Mr Michael Page, Assistant to the Director of Finance and Administration

The Report was considered by the House of Commons Commission on 28 June, 5 July and 19 July, and is reproduced here in full.
