MEMORANDUM

Memorandum by the Department of Health

  Commentary for projects with significant discrepancies between original and current estimate information.

HARROGATE RATIONALISATION

  Time Performance—A seventeen month delay is currently forecast on the original completion date of this multi-phased scheme, with completion of the last phase, the Main Entrance Area, now expected to be December 2000. This delay results from site logistical problems of maintaining a working hospital during multi-phased redevelopment. Patient Services have not been, nor will be, inhibited.

  Cost Performance—The actual level of inflation has been lower than that predicted, consequentially the cost allowance for inflation in the business case has not been reached. This has resulted in a cost saving.

SUNDERLAND SCHEME 3

  Time Performance—The construction start on site was delayed by 11 months due to the Non-Performance and Receivership of the Architect/Lead Consultant whose commission was terminated, with an inevitable substitution appointment and a review of the scheme. This delay has resulted in a revised completion date of May 2000, representing a time overrun of 51.16 per cent on the original completion date.

  Cost Performance—A cost overrun of 8.59 per cent is currently forecast, the original estimate of expenditure of £19.67 million increasing to the current estimate of £21.36 million. The majority of this increase is due to Client/Design changes and additional expenditure due to ground conditions/on-costs.

BRISTOL ROYAL FOR SICK CHILDREN

  Time Performance—The construction start on site was delayed by three months due to inclement weather and statutory authorities. This, along with a delay in the tender process for the main contract works, has resulted in a delay of fourteen months to the original completion date.

  Cost Performance—A cost overrun of 16.64 per cent is currently forecast, the original estimate of expenditure of £21.93 million increasing to the current estimate of £25.58 million. The majority of this variation is attributed to client changes.

ROYAL SUSSEX COUNTY HOSPITAL

  Time Performance—This project consists of sixteen separate building contracts and the re-sequencing of a number of these has contributed to the overall completion date being delayed by over two and a half years. This represents a time overrun of 100 per cent on the original completion date.

  Medway DGH

  Time Performance - Progress on the main works contract has not been as expected, and the Trust are now expecting the completion date will be 31 May 1999. This represents a time overrun of 18.79 per cent.

4.8c  Could the Department provide tables showing the planned and actual annual contribution to capital from PFI, and the forecast level of investment generated by schemes over £10 million Plus an aggregate of those below £10 million, between 1997-98 and 2001-2002?
