Meaningful figures can only be provided for the current year and the previous six years. With the introduction of Local Management of Schools in 1991-92, Boards were required to identify separately such costs as classroom assistants for statemented pupils, educational psychologists and peripatetic teachers for special needs. In addition, from that year, Boards incorporated teaching costs (paid by DENI) in ELB accounts. Consequently, Boards were able to identify the costs of teachers in special classes and units for the first time. Figures provided for the four years 1987-88 to 1990-91 bear no relationship to the actual costs of providing for special needs and could not be used for comparison purposes.
From the 1995-96 financial year, accounting changes in ELB accounts included the cost of special psychology HQ support as part of the Special Schools service. Previously these costs were reported elsewhere in the board's accounts. The figures in italics, reported for the four years 1991-92 to 1994-95, are estimates based (i.e., pro rata) on the actuals for 1995-96 and 1996-97, which will allow for a more meaningful comparison of total provision for the period 1991-92 to 1997-98.
