The principal objectives of the Benefit Review

4.1  The Benefit Review has three principal objectives:

  • measurement of the overall level of incorrectness due to fraud and error across all the major benefits,

  • measurement of differences in the scale of incorrectness due to fraud and error between broad categories of beneficiaries, and
  • measurement of change over time in the overall level of fraud and error where appropriate.

4.2  In achieving these objectives the Benefit Review examines the overall compliance with benefit rules to ensure that each customer, randomly selected for review, is correctly in receipt of benefit, at the correct amount, including identification of departmental errors and both under and overpayments. All information gathered during the reviews is examined after interview by benefit experts and, where appropriate, adjudicated upon independently.
