  23.  In fact the above process is a snap-shot in a series of shifting profiles of need and resource. The job is to craft a scheme that enables as many of the peaks and troughs of what lies ahead to be smoothed out so as to balance needs on the one hand with resources on the other (and at the same time factor in the incentive towards self-provision):

  24.  By way of (simplistic) example, here is a family that separates with young children.





  25.  As against this, the husband might have a simpler profile (though more likely not), in which there is a continual surplus of income over expenditure:
