APPENDIX 4
Letter to all members of the Social Security
Committee from
the Rt Hon Robert Sheldon MP, Chairman
of the Committee on Standards and Privileges
The Committee on Standards and Privileges is considering
the Third Special Report of the Social Security Committee about
the unauthorised receipt by Mr Don Touhig, the Parliamentary Private
Secretary to the Chancellor of the Exchequer, of a photocopy of
the Chairman's draft report on child benefit.
Mr Touhig has confirmed that he received a copy of
the report from a member of the Social Security Committee, but
he feels unable to identify the person responsible as that person
has withheld his or her consent. Every member of the Committee
continues to be under suspicion until this matter is resolved.
The Committee on Standards and Privileges has asked
me to put this question to you:
"Did you give Mr Touhig a copy of the report?"
The Committee would be grateful if you would answer
"Yes" or "No" and if you would ensure
that your reply is received by the Clerk of the Committee on Standards
and Privileges, Committee Office (Main Building), House of Commons
not later than 3.00 pm on Monday 19 July.
For the present you should treat this letter as confidential.
The Committee on Standards and Privileges may decide in due course
to publish both this letter and your reply.
I am writing in identical terms to every member of
the Social Security Committee.
