'(1) The Treasury shall prepare consolidated accounts for the whole of government, subject to subsection (1A) below.
(1A) In pursuance of subsection (1) above, the Treasury shall
(i) before 1st June 2000, consult with the Comptroller and Auditor General, Parliament, the National Assembly for Wales and the Scottish Parliament, as to the criteria by which bodies will be deemed to be part of government for the purposes of this section, and publish the results of the consultations;
(ii) before 1st December 2000, designate by order the bodies to be included in the first consolidated accounts for the whole of government;
(iii) before 1st December 2002, complete all the preparations required to produce the first consolidated accounts for the whole of government for the following financial year;
(iv) after the publication of the first set of consolidated accounts for the whole of government, review every three years which bodies should in future be deemed to be part of government in consultation with the Comptroller and Auditor General, Parliament, the National Assembly for Wales and the Scottish Parliament, and following such a review, designate by order the bodies to be included in future consolidated accounts for the whole of government.'.
