Clause No. 7 (Licences: provisions).

Amendent (No. 150) proposed, in page 5, line 15, after the word 'expedient,' to insert the words ', but shall not include any feature which is not essential to nor reasonably incidental to the provision of safe, economic, reliable and efficient air traffic services'.—(Mr Bernard Jenkin.)

Clause     7 ,     page     5,     line          15,     after 'expedient', insert 'but must include inter alia conditions relating to—

      (a) general obligation to provide core services and specified services,

      (b) changes to core services and specified services,

      (c) specified services delivery plan,

      (d) the disposal of relevant assets,

      (e) separate regulatory accounts for separate businesses,

      (f) restrictions on activity and financial ring fencing,

      (g) availability of resources,

      (h) prohibition of cross-subsidies,

      (i) capacity and investment plan,

      (j) service standards,

      (k) restriction on use of certain information,

      (l) provision of advice to the Secretary of State,

      (m) collaboration with other service providers,

      (n) secondment of air traffic controllers to the CAA,

      '(e) must give priority to the interests of operators and owners of aircraft; owners and managers of aerodromes; persons travelling in aircraft; and persons with rights in property carried in them in the managed area of the United Kingdom, rather than to the interests of users of air traffic services in any area which is outside the United Kingdom.'.
