    '.—(1) The duties imposed on a Passenger Transport Authority for a passenger transport area by sections 92(1)(a) and (3), 93(1), (2) and (4), 94(1) and 95(2) shall be performed by—

      (a) that Authority, and

      (b) the councils for the metropolitan districts comprised in the area,

    acting jointly.

    (2) The duties imposed on a Passenger Transport Authority for a passenger transport area by sections 92(1)(b), 93(5) and (6) and 94(3) are also duties of each of the councils for the metropolitan districts comprised in the area.'.


National road safety plan

To move the following Clause:—

    '.—(1) The Secretary of State shall develop and implement policies for the promotion of the safety of all road users.

    (2) The Secretary of State shall prepare each year a document which shall be known as the national road safety plan containing his policies under subsection (1), which shall be laid before Parliament for approval by both Houses of Parliament before coming into effect.

    (3) The plan shall contain targets for the reductions of deaths and injuries among all road users and pedestrians and explanations of the means for achieving those reductions.'.


Bus services: provision by local authority

    '.—(1) A local transport authority, or two or more such authorities acting jointly, may use their own vehicles, or vehicles leased to them, to provide bus services in the whole or part of their area, or combined area, if they are satisfied that this is the most economic, efficient and effective way in which they will be able to implement the policies set out in their current integrated transport strategy.

    (2) A local authority, which is not a local transport authority, shall be regarded for the purposes of this Act as being a bus operator and may apply to run services using their own vehicles or vehicles leased to them.'.

Taxis used on stage carriage services
