(2) For the purposes of subsection (1), public parking places are provided at any premises at any time if a parking place provided at the premises is at that time occupied by a motor vehicle used by anyone who is not included for the purposes of Clause 158. (3) For the purposes of subsection (1), "premises connected with business activities" are the same as those included under "business" in subsection (4) of Clause 158. (4) An order under this section shall not be made unless a draft has been laid before and approved by a resolution of each House of Parliament.'.
