(a) the estimated economic and social costs of congestion within the charging authority or authorities (acting jointly);
(b) the estimated economic and social costs of congestion in surrounding areas;
(c) any alternative solutions to deal with this problem considered by the local authority or authorities, using the government's new approach to appraisal;
(d) the qualitative and quantitative benefits of a charging scheme over other alternative solutions using appraisal summary tables;
(e) the potential impact of economic and traffic diversion on the economic activity in the charging area and on the local and surrounding roads;
(f) use of revenues generated by the charging scheme;
(g) any broader benefits of the proposed charging scheme for the local and surrounding areas.
(4B) At the end of each financial year, the charging authority or authorities (acting jointly) must provide for the scheme to be audited independently in order to report on the performance of the scheme in relation to the objectives set out in the report referred to in subsection (4A) above.'.
