NEW CLAUSES RELATING TO PART III

Exemption from local non-domestic rating

To move the following Clause:—

    '. In Schedule 5 to the Local Government Finance Act 1988 (local non-domestic rating: exemptions), after paragraph 18A insert—

        "Property used for road user charging schemes

            18B.—(1) A hereditament which is occupied (as mentioned in section 65 of this Act) is exempt to the extent that—

            (a) it consists of a road in respect of which charges are imposed by a charging scheme under Schedule 23 to the Greater London Authority Act 1999 or Part III of the Transport Act 2000, or

            (b) it is used solely for or in connection with the operation of such a scheme.

            (2) But office buildings are not exempt under sub-paragraph (1)(b) above.".'.


Public parking places at business premises

To move the following Clause:—

    '.—(1) The Secretary of State may, by order, extend any or all of the provisions in Chapter II of this Part to include the provision of public parking places at premises connected with business activities.

    (2) For the purposes of subsection (1), public parking places are provided at any premises at any time if a parking place provided at the premises is at that time occupied by a motor vehicle used by anyone who is not included for the purposes of Clause 158.

    (3) For the purposes of subsection (1), "premises connected with business activities" are the same as those included under "business" in subsection (4) of Clause 158.

    (4) An order under this section shall not be made unless a draft has been laid before and approved by a resolution of each House of Parliament.'.

      (b) the calculations the Authority has used to arrive at its conclusions;

      (c) the decisions the Authority will make during the year in question to achieve its objectives.'.
