    '( ) In this Part, charging authorities may impose charges in respect of workplace parking places at premises in the area covered by a scheme either through a "payment scheme" or a "licensing scheme", but not both.

    ( ) In this Part, "payment scheme" means a scheme for imposing charges in respect of the use of workplace parking places at premises in the area covered by the scheme, to be paid by the users of those places.'.

    '(5B) A licence is only required for parking places that will be occupied by the same vehicle (or a different vehicle but driven by the same person) which parks at a given premises for over two hours more than three times in a seven day period. (Monday 00.01 to Sunday 24.00). When a vehicle parks at a given premises, for the purposes of this part it will be taken to park in the same space, although in reality this may not be the case.'.
