    '(8A) Those pensioners falling within band 1 above shall receive a total retirement pension.

    (8B) The total retirement pension will be comprised of the basic state retirement pension and any additional pension as calculated by reference to subsection (5) above.

    (8C) The Secretary of State shall be required to make an annual statement to Parliament to explain how the value of a tax funded pension scheme—the total retirement pension—compares in real terms to earnings related pension schemes.'.
