    '(8A) Those pensioners falling within band 1 above shall receive a total retirement pension.

    (8B) The total retirement pension will be comprised of the basic state retirement pension and any additional pension as calculated by reference to subsection (5) above.

    (8C) The Secretary of State shall be required to make an annual statement to Parliament to explain how the value of a tax funded pension scheme—the total retirement pension—compares in real terms to earnings related pension schemes.'.

Clause     29,     page     27,     line     37,     at end insert—

    '(8A) Those pensioners falling within band 1 above shall receive a total retirement pension.

    (8B) For the avoidance of doubt, a total retirement pension is not an earnings related pension.

    (8C) The pension falling within band 2 above shall be separately described as the State Earnings Related Pension.

    (8D) For the avoidance of doubt, the State Earnings Related Pension is earnings related.

    (8E) The Secretary of State shall be required to make an annual statement to Parliament to explain how the value of the total retirement pension compares in real terms to earnings related pension schemes.'.

    '(11) The Secretary of State shall provide that those who currently contribute to the State Earnings Related Pension Scheme may continue to do so by allowing the scheme to continue operating unchanged for those presently within it and who want to stay within it.

    (12) The Secretary of State shall make regulations to ensure full transferability on a present value basis between all pension schemes for all members.'.
