Clause 2, page 2, line 22, at end add
'(5) Where a local authority has made an assessment in accordance with section 1 above and reached a positive determination in relation to sections 2(1)(a) and 2(1)(b) above, but has decided not to provide services to the carer, the local authority shall provide in a written statement to the carer details of any services it has decided to provide instead directly to the person cared for as a result of the assessment or, where it has decided not to provide services to the person cared for or to the carer, its reasons for deciding not to provide such services.'.
