    '(4) The regulations shall make provision regarding—

      (a) whether or not the vouchers are personal to the recipient or can be traded or exchanged; and

      (b) whether or not, if the vouchers are expressed in terms of monetary value, they can be used in part payment for services with the recipient of the voucher paying any balance in cash; and

      (c) how it shall be determined whether the voucher is to be issued to the carer or the person cared for; and

      (d) the minimum period of validity of any voucher issued.'.

Charging

To move the following Clause:—

    '(1) Where a local authority provide any service under section 2, other than advice, guidance or counselling, they may recover from the carer to who the service is provided such charge for the service as they consider reasonable.

    (2) Where the authority are satisfied that the person's means are insufficient for it to be reasonably practicable for him to pay the charge, they shall not require him to pay more than he can reasonably be expected to pay.

    (3) No person shall be liable to pay any charge under section (1) at any time when he is in receipt of income support, income-based jobseeker's allowance, working families tax credit or disabled person's tax credit.

    (4) Any charge under subsection (1) may, without prejudice to any other method of recovery, be recovered as a civil debt.'.
