      "consumers" includes both existing consumers and future consumers (including purchasers and users of telecommunication services and telecommunication apparatus);

      "consumer matter" means any matter connected with the interests of consumers.

    (2) In considering the interests of consumers the Council shall have regard to the interests of—

      (d) individuals residing in rural areas,
