Net Metering under this section shall mean that electricity generated at the location of the customer can be returned to the distribution grid at a fair and equitable rate or an equivalent to the standard retail price through the installation of one or several meters that record both in and outgoing flow of power. The standard retail rate shall be applicable up to the level of consumption within a specified billing period.'.
