    '(2) The standard conditions for the purposes of licences of any type may contain provision—

      (a) for any standard condition included in a licence of that type not to have effect until brought into operation in such manner and in such circumstances as may be specified in or determined under the standard conditions; or

      (b) for the effect of any standard condition included in such a licence to be suspended in such manner, and in such circumstances, as may be so specified or determined;

      (c) for any standard condition included in such a licence which is for the time being suspended to be brought back into operation in such manner and in such circumstances as may be so specified or determined.'.

    '(1A) The Secretary of State shall include in the standard conditions for distribution and (or) supply licences a requirement for licence holders to provide for net metering in such licences and in associated codes and procedures.

    (1B) Under this section "net metering" shall mean that electricity generated at the location of the customer can be returned to the local distribution grid at a rate equivalent to the standard retail price through the installation of a meter or meters that record the flow of power both in and out of electrical facilities at the customer's location.

    (1C) The consumer shall meet reasonable and fair charges levied for the installation and operation of the meters under this section.'.

    '(3) The Secretary of State shall require the licence holder to enable its customers to opt for a system of net metering in licences and in other codes or procedures. Costs incurred by the installation and operation of such a system shall be borne by the customer through reasonable and fair charges.

    Net Metering under this section shall mean that electricity generated at the location of the customer can be returned to the distribution grid at a fair and equitable rate or an equivalent to the standard retail price through the installation of one or several meters that record both in and outgoing flow of power. The standard retail rate shall be applicable up to the level of consumption within a specified billing period.'.
