(1B) Under this section "net metering" shall mean that electricity generated at the location of the customer can be returned to the local distribution grid at a rate equivalent to the standard retail price through the installation of a meter or meters that record the flow of power both in and out of electrical facilities at the customer's location. (1C) The consumer shall meet reasonable and fair charges levied for the installation and operation of the meters under this section.'.
