    '(1A) The owner of access land or excepted land may serve notice on the access authority for that land requiring the authority to erect and maintain notices pursuant to subsection (1) on or at the boundaries of his land.

    (1B) If the access authority does not erect a notice as required under subsection (1A) within 28 days of service of a notice upon them, the person who served the notice may apply to the magistrates' court for an order requiring the authority to erect a notice.

    (1C) In considering any application under this section, the magistrates' court shall have regard to the desirability or necessity of erecting a notice and the reasonableness of requiring the access authority to do so.'.
