NEW CLAUSES RELATING TO PART IPartnership arrangements
Mr Tim Boswell NC1 To move the following Clause:'. The Council may enter into partnership arrangements or collaborative activities or agency arrangements with other statutory bodies or bodies corporate, whether in England or elsewhere, if it judges that to be the best method of discharging its functions in relation to England.'.
Property
Mr Tim Boswell NC3 To move the following Clause:'.(1) A local Learning and Skills Council established under section 19 shall have power to accept, hold and administer any property on trust for purposes related to any of their objectives, or for any other purpose connected with education. (2) The Secretary of State may by order make such provision as he thinks appropriate in relation to the appointment as trustees and impose conditions on persons to administer such trust property; and such trustees shall cause proper accounts to be kept of the capital, accretions, income and expenditure vested in, received by and expended by them; and shall cause such accounts to be audited and an abstract thereof to be published in such manner as the Secretary of State may from time to time approve.'.
Transport provision for persons with learning difficulties
Mr Tim Boswell NC4 To move the following Clause:'(1) The Council shall secure the provision of financial resources to persons providing transport to enable people with learning difficulties to participate in post 16 education and training. (2) The Council must make and publish a plan for the delivery of appropriate transport services and support for people with learning difficulties. (3) The Council may pilot dedicated transport schemes in partnership with statutory and voluntary organisations, for people with learning difficulties up to the age of 25. (4) In undertaking an assessment of the transport needs of people with learning difficulties and in establishing pilot schemes, the Council shall have regard to individual needs in relation to orientation and personal safety when utilising transport options, such as the prevention of bullying and abuse. Local learning and skills councils must secure the provision of moblility training requested by people with learning difficulties participating in post-16 education and training. (6) For the purposes of this section transport includes
(7) For the purposes of this section a recipient of financial resources shall include people with learning difficulties up to the age of 25 who have extra transport costs in accessing post-16 learning. (8) For the purposes of this section mobility traning includes enabling disabled people to access vehicles safely, orientate themselves on vehicles, travel safely and deal confidently with the street environment.'.
