To move the following Clause:—

    '.—After section 1 of the Census Act 1920 (power to direct taking of census) there shall be inserted the following new section—

"Power to include question on religion in census1A.—(1) The Secretary of State may by order made by statutory instrument make provision for the inclusion in a census held in England and Wales of a question on religion.

    (2) No person shall be required to state particulars requested in a question on religion provided for in an order under this section and a person who refuses or neglects to state such particulars shall not by virtue of that act or omission be guilty of an offence.

    (3) An order under this section shall include provision requiring a statement of the voluntary nature of responses to a question on religion to be included in a prominent position on the form which contains the question.

    (4) An order under this section shall be laid before Parliament in draft and shall not be made unless it has been approved by resolution of both Houses.".'.
