Reimbursement of licence fee

To move the following Clause:—

    'Where a person who is eligible to receive a reduced-fee television licence or a television licence for which no fee is payable has purchased a television licence, he shall be entitled to reimbursement of any additional money paid on production of the licence to the licensing authority'.
