    '(6A) When the registration authority, after exercising its powers under section 41(1) and (1B), considers that a local authority has failed to carry out any relevant function in relation to a child who is subject to a care order, the registration authority shall report that failure to the appropriate Minister.

    (6B) The appropriate Minister shall make available to the public all reports which he receives under subsection (6A), unless there are exceptional circumstances which would render any such publication contrary to the public interest.'.
