Charging schemes: restrictions on making and on confirmation
Mr Bernard Jenkin NC29 *To move the following Clause:'.(1) A charging scheme (except for a trunk road charging scheme) shall only be made if at least 75 per cent. of the members of the relevant charging authority or authorities have voted in favour of the resolution or resolutions to make such a scheme. (2) A charging scheme referred to in subsection (1) above shall only remain in force subject to annual confirmation by the relevant charging authority or authorities. (3) Any confirmation by the Secretary of State under section 147 shall be subject to affirmative resolution of both Houses of Parliament.'.
Use of receipts from licensing schemes
Mr Bernard Jenkin NC30 *To move the following Clause:'Moneys collected under a licensing scheme shall be used solely and exclusively for the purpose of reducing the business rates on those premises in the area where workplace parking spaces are subject to a licensing scheme.'.
