'.—The Secretary of State shall within one year of the passing of this Act make regulations outlining the requirement of local authorities to collect and recycle newspapers and magazines at an achievable rate.'.

'.—The newspaper industry and the government shall work in close co-operation to achieve targets which shall be agreed upon after consideration of newly arising factors beyond the control of the industry which may constrain or expedite an increase in recycled fibre content.'.
