Mr Don Foster NC4 To move the following Clause:'( ) The Secretary of State may by regulations introduce a form of proportional representation for elections to local authorities in England and Wales. ( ) No statutory instrument containing regulations under subsection (1) above shall be made unless it has been approved by affirmative resolution of both Houses of Parliament.'.
