Occasional and Unqualified Teachers

Mr. Willis: To ask the Secretary of State for Education and Employment in how many (a) primary, (b) secondary and (c) special schools in each LEA inspected by Ofsted during the 1998-99 school year 10 per cent. or more of the staff were treated for the purpose of the inspection as occasional or unqualified teachers. [106689]

Ms Estelle Morris: This is a matter for HM Chief Inspector of Schools. I have asked him to write to the hon. Member and to place a copy of his reply in the Library.

Private Finance Initiative

Mr. Jack: To ask the Secretary of State for Education and Employment which projects relating to his Department that appeared in the Private Finance Panel's list of 29 November 1995 (a) have been completed, (b) are still pending, (c) have been dropped and (d) are being pursued by means other than a public private partnership. Islington Council

Mr. Corbyn: To ask the Secretary of State for Education and Employment if he will place in the Library all documentation relating to the appointment of contractors to administer the central services of Islington Council's Education Department. [106344]

Ms Estelle Morris [holding answer 24 January 2000]: Much of the documentation relating to the contract is commercial in confidence. However, I am placing in the Library the "Invitation to Negotiate" that was issued to selected bidders in August. This includes a draft contract, proposed performance standards and their link to the payment mechanism and a description of the services to be outsourced.

Pupil Funding

Mr. Ronnie Campbell: To ask the Secretary of State for Education and Employment if he will list the funding made available in the 1999-2000 standard spending assessment for each (a) primary and (b) secondary pupil in Northumberland. [106983]

Teachers (Performance-Related Pay)

Mr. Hurst: To ask the Secretary of State for Education and Employment what is the proposed salary scale for the assessors to be employed to assess teachers for performance-related payment; how many such assessors he expects will be employed; and what estimate he has made of the total cost of administering the assessment scheme, excluding the cost of the performance-related pay. [107177]

Ms Estelle Morris: Headteachers will be responsible for assessing teachers against national standards to move to the new upper pay spine proposed by the Government. DfEE has contracted Cambridge Education Associates Limited (CEA) to manage the appointment, deployment and quality assurance of external assessors who will verify, through sampling, headteachers' assessments.

The payment of external assessors is a matter for CEA, but it will be made on a pro rata basis dependent upon the number of applicants in each school.

The number of external assessors to be deployed will be dependent upon the number and distribution of teachers who apply to cross the Performance Threshold. This number will not be known until summer 2000. The total cost of administering the scheme will be dependent upon the number of assessments carried out and again this will not be known until later in 2000.

Child Labour

Mr. MacShane: To ask the Secretary of State for Education and Employment what plans he has for publishing the White Paper on the instrument adopted at the 1987 session of the International Labour Conference concerning the prohibition and immediate action for the elimination of the worst forms of child labour. [107557]

Ms Jowell: I have today published a White Paper entitled, 'International Labour Conference', copies of which have been placed in the Library.

LORD CHANCELLOR'S DEPARTMENT

Jury Trial

Mr. Gordon Prentice: To ask the Parliamentary Secretary, Lord Chancellor's Department if he will seek powers to empanel parallel juries to allow the study of the dynamics of juries and how they reach their verdicts. [106723]

Jane Kennedy: There is no intention to seek the powers to empanel parallel juries for research into juries. Any proposals received by the Government for such research are considered individually.

Mr. Gordon Prentice: To ask the Parliamentary Secretary, Lord Chancellor's Department what research he has commissioned on the jury system and how juries arrive at their verdicts. [106724]

Jane Kennedy: Such research is currently restricted by section 8 of the Contempt of Court Act 1981. No research has been commissioned by the Lord Chancellor's Department into how juries arrive at their verdicts.

Prisoners (Court Hearings)

Mr. Luff: To ask the Parliamentary Secretary, Lord Chancellor's Department if he will review the principle of holding (a) small claims court and (b) county court hearings in prisons on cases brought by prisoners against the Prison Service and others; and if he will make a statement. [106569]

Jane Kennedy: There are no plans for a review. The judiciary can hold civil or family court hearings in any location, including prisons. The judge, when considering applications to hold hearings outside the court building, will take into account the views of the other side.

Judges

Mr. Stephen Twigg: To ask the Parliamentary Secretary, Lord Chancellor's Department if he will list the percentage of judges who were (a) registered disabled, (b) women, (c) from ethnic minorities and (d) from (i) independent schools, (ii) grammar schools and (iii) other schools in each of the years (i) 1970, (ii) 1979, (iii) 1989 and (iv) 1999. Mr. Lock: Serving judges and applicants for judicial appointment are not asked currently to declare whether they have a disability and no such records are held. Applicants for judicial appointment are no longer asked to give details of their secondary education. While such information was collected in the past, it is held on individual personal records and has not been collated. It could therefore be obtained only at disproportionate cost. Even if such information were available it would not be possible to provide a breakdown as requested because the status of a particular school may not be clear or might have changed over time. Historical information about gender and the ethnic origin of the judiciary is not available for all of the years requested.

The table shows the percentages of judges who were women and from ethnic minorities in 1992 (the first full year for which such information is available) and 1999. As the ethnic origin of candidates for judicial office was not sought before October 1991 the data may be incomplete. A second table also provides what limited information there is available about women in the judiciary in 1970, 1979 and 1987. No figures are readily available for 1989.
