Mr. Simon Hughes: To ask the Secretary of State for the Home Department when he intends to publish the figures for (a) the number of police officers per police force and in total on 30 September, (b) the change in the number of police officers per force and in total between September 1998 and September 1999 and (c) the change in the number of police officers per force and in total between March 1997 and September 1999; and if he will make a statement. Mr. Charles Clarke: Information on the numbers of police officers in England and Wales as at 30 September 1999 is not yet available. We hope to release the information requested in January, once the data for September 1999 are complete and have been validated.
Mr. Simon Hughes: To ask the Secretary of State for the Home Department what the rules are governing the employment of responsible officers for the monitoring of curfew orders; and if he will make a statement. [102656]
Mr. Charles Clarke:
Three private sector contractors provide the electronic monitoring service in England and Wales. This includes the Home Detention Curfew scheme, the monitoring of curfew orders under the Criminal

Justice Act 1991, which became available throughout England and Wales on 1 December, and the existing trials of curfew orders under the Crime (Sentences) Act 1997.
Responsible officers are employees of the electronic monitoring contractors. Approval is required from the Home Office prior to the appointment of any member of staff. Such approval is subject to security vetting by the National Information Service and, where appropriate, the Department of Health.
For the purposes of curfew orders, each contractor designates employees who act as responsible officers for those offenders receiving a curfew order. More than one employee can be designated as a responsible officer. Responsible officers are responsible before the courts for the monitoring of those subject to a curfew order, and for attending court to make applications for summons, warrants, revocations and amendments to the order, to report violations, to present evidence for enforcement action and other matters as necessary.

To ask the Secretary of State for the Home Department what in (a) 1997-98, (b) 1998-99, (c) 1999-2000 and (d) as planned for 2000-01, was the (i) cash change, (ii) real terms change and (iii) real terms change from the previous year in each case after taking into account the cost of police pensions, in each case, for each police force and in total; and if he will make a statement. The information in respect of 1997-98, 1998-99 and 1999-2000, which has been compiled from the Chartered Institute of Public Finance and Accountancy's Police Statistics, is set out in the tables. Information in respect of 2000-01 is not yet available as police authorities have not yet set their budgets for that year.
