The House met at half-past Two o'clock.

PRAYERS.

1Message from the Lords,—A Message was brought from the Lords, as follows:

Divorce (Religious Marriages) Bill [Lords],—The Lords have passed a Bill to make provision enabling a court to require the dissolution of a religious marriage before granting a civil divorce; to which the Lords desire the concurrence of this House.

2Divorce (Religious Marriages) Bill [Lords],—The Divorce (Religious Marriages) Bill [Lords] was read the first time; and ordered to be read a second time on Friday 21st July and to be printed [Bill 162].

3European Communities Provisional Draft Budget for 2001 and Assistance for the Western Balkans,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Documents Nos. COM (2000) 300, the Preliminary Draft Budget (PDB) of the European Communities for 2001 (Volumes 0, 1, 4, 5, 6, 7 and 8), and the Commission's Overview of the PDB (Provisional Volume 0); 8795/00, Commission Communication concerning revision of the financial perspective (2001–2006); financing of the programme of assistance for the Western Balkans; and re-classification of aid to Cyprus and Malta; proposal for revision of the financial perspective; COM (2000) 268, Commission Communication on 2000–2006 financial programming of heading four of the Community Budget; and supports the Government's efforts to maintain budget discipline in the Community—(Mr Mike Hall):—It was agreed to.

4Social Security,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Social Security Amendment (Students) Regulations 2000, which were laid before this House on 21st June, be approved—(Mr Mike Hall):—It was agreed to.

5Agriculture,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the Code of Recommendations for the Welfare of Sheep, which was laid before this House on 19th June, be approved—(Mr Mike Hall):—It was agreed to.

6Animals,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Welfare of Farmed Animals (England) Regulations 2000, which were laid before this House on 19th June, be approved—(Mr Mike Hall):—It was agreed to.

7Football (Disorder) Bill (Allocation of Time),—A Motion was made, and the Question being proposed, That the following provisions shall apply to the remaining proceedings on the Football (Disorder) Bill:—

Committee, Report and Third Reading

1.—(1) Proceedings on the Bill shall be completed at this day's sitting.

(2) Proceedings in Committee shall, if not previously concluded, be brought to a conclusion five hours after the commencement of proceedings on this motion.

(3) On the conclusion of the proceedings in Committee the Chairman shall report the Bill to the House without putting any Question and, if he reports the Bill with Amendments, the House shall proceed to consider the Bill as amended without any Question being put.

(4) Proceedings on Consideration shall, if not previously concluded, be brought to a conclusion six hours after the commencement of proceedings on this motion.

(5) Proceedings on Third Reading shall, if not previously concluded, be brought to a conclusion seven hours after the commencement of proceedings on this motion.

Conclusion of proceedings

2.—(1) For the purpose of bringing any proceedings to a conclusion in accordance with paragraph 1 the Chairman or Speaker shall forthwith put the following Questions (but no others)—

(a) any Question already proposed from the Chair;

(b) any Question necessary to bring to a decision a Question so proposed;

(c) the Question on any amendment moved or Motion made by a Minister of the Crown;

(d) any other Question necessary for the disposal of the business to be concluded;

and on a Motion so made for a new Clause or a new Schedule, the Chairman or Speaker shall put only the Question that the Clause or Schedule be added to the Bill.

(2) Proceedings under sub-paragraph (1) shall not be interrupted under any Standing Order relating to the sittings of the House.

(3) If two or more Questions would otherwise fall to be put by the Chairman or Speaker—

(a) under sub-paragraph (1)(c) on amendments moved or Motions made by a Minister of the Crown, or

(b) under sub-paragraph (1)(d) in relation to successive provisions of the Bill;

the Chairman or Speaker shall instead put a single Question in relation to those amendments or Motions or (as the case may be) those provisions.

Order of proceedings

3. No Motion shall be made, except by a Minister of the Crown, to alter the order in which any proceedings on the Bill are taken or to recommit the Bill; and the Question on any such Motion shall be put forthwith.

Dilatory motions

4. No dilatory Motion with respect to, or in the course of, proceedings on the Bill shall be made except by a Minister of the Crown; and the Question on any such Motion shall be put forthwith.

Extra time

5. Paragraph (1) of Standing Order No. 15 (Exempted business) shall apply to proceedings on the Bill.

Business Committee

6. Standing Order No. 82 (Business Committee) shall not apply to this Order.

Supplemental orders

7.—(1) The proceedings on any Motion made by a Minister of the Crown for varying or supplementing the provisions of this Order shall, if not previously concluded, be brought to a conclusion one hour after their commencement; and paragraph (1) of Standing Order No. 15 (Exempted business) shall apply to those proceedings.

(2) If at the sitting this day the House is adjourned, or the sitting is suspended, before the time at which proceedings on the Bill are to be brought to a conclusion under paragraph 1, no notice shall be required of a Motion made at the next sitting by a Minister of the Crown for varying or supplementing the provisions of this Order—(Mr Secretary Straw);

An Amendment was made to the Question, in line 6, to leave out from the word ‘conclusion' to the end of the line, and to insert the words ‘at midnight', instead thereof.—(Sir George Young.)

Another Amendment was made to the Question, in line 11, to leave out from the word ‘Consideration' to the end of line 14, and to insert the words ‘and on Third Reading shall, if not previously concluded, be brought to a conclusion at 5 a.m. on 18th July', instead thereof.—(Sir George Young.)

1.—(1) Proceedings on the Bill shall be completed at this day's sitting.

(2) Proceedings in Committee shall, if not previously concluded, be brought to a conclusion at midnight.

(3) On the conclusion of the proceedings in Committee the Chairman shall report the Bill to the House without putting any Question and, if he reports the Bill with Amendments, the House shall proceed to consider the Bill as amended without any Question being put.

(4) Proceedings on Consideration and on Third Reading shall, if not previously concluded, be brought to a conclusion at 5 a.m. on 18th July.

14Finance Bill [Money],—Her Majesty's Recommendation having being signified to the proposed Motion relating to Finance Bill [Money];

Resolved, That for the purpose of any Act resulting from the Finance Bill, it is expedient to authorise the deduction of sums from the gross revenues of the department of the Commissioners of Inland Revenue for the purpose of making payments in respect of stamp duty paid on instruments—

(a) executed in the period beginning with 22nd March 2000 and ending with the day on which the Finance Bill is passed, and

(b) stamped on or before the day on which the Bill is passed,

where stamp duty was chargeable in respect of the instrument and, had the instrument been executed after the day on which the Bill is passed, no stamp duty or less stamp duty would have been chargeable.—(Mr David Jamieson.)

15Finance Bill [Ways and Means],—Stamp duty and stamp duty reserve tax,—Resolved, That provision may be made in the Finance Bill, amending section 97A of the Finance Act 1986 by the insertion, after subsection (12), of the following subsection—

‘(13) Nothing in section 70(9) or 97(1) above has effect to prevent a charge to stamp duty of stamp duty reserve tax arising—

(a) on a transfer to which subsection (5) above applies, or
