Amendment (No. 11) proposed to the Bill, in page 2, line 16, at the end to insert the words—

‘( ) The Secretary of State may by regulations specify persons or classes of person who are and persons or classes of person who are not suitable to act as personal advisers under the provisions of sections 19C, 23B(2), 23C(3) and 23D(1).'.—(Mrs Caroline Spelman.)

Another Amendment (No. 1) proposed to the Bill, in page 4, line 30, at the end, to insert the words—

‘23CA.—(1) Any person aged eighteen or over who makes a valid election not to be treated as a former relevant child shall not, so long as such an election is in force, be a former relevant child for the purposes of this section.

(2) The Secretary of State may by regulations make provision as to the procedure for the making and withdrawal of elections under subsection 1.

(3) In respect of a person in respect of whom a valid election is in force, a local authority shall not discharge any of the duties in subsections (2) and (3) of section 23C.

(4) Subject to subsection (3), a local authority may in respect of any person in respect of whom a valid election is in force offer services or assistance of a type required or permitted to be provided under this Act to former relevant children, but shall be under no duty to do so.'.—(Mr Philip Hammond.)

2European Standing Committee C,—Mr Jonathan Sayeed reported from European Standing Committee C the following Resolution:

That the Committee takes note of European Union Document No. 9964/00, a European Commission Communication on a European Social Policy Agenda for the next five years; supports the Government's welcome for the Commission's analysis of the challenges facing employment and social policy in the next five years and for the emphasis placed on increasing employability, on combating social exclusion, on promoting entrepreneurship, whilst opposing proposals that impose unnecessary burdensome new legislation particularly upon business, and remaining convinced of the need for proposals to codify, adapt or improve existing legislation or for new legislation to be made clear and workable; and notes the Government's intention to negotiate to this end, and to ensure that the proposals take proper account of the legitimate concerns of employers and the need to raise employment rates across the Community.
