SECTION SEVEN—CURRENT SITUATION AND WORK IN PROGRESS

  62  The current situation is as follows:

  62.1  The stadium design has the capability to accommodate football, athletics and rugby league, and was supported by all organisations involved at its launch in July 1999;

  62.2  The proposals comply with the technical requirements set down in the Lottery Funding Agreement, which include the need to meet FIFA, UEFA, IAAF and RFL requirements;

  62.3  The Government has announced (22 December 1999), a change of policy towards the stadium at Wembley, confirming their support for the development of an alternative stadium for athletics; and

  62.4  There is a need for a period of certainty, to create confidence in the project, particularly as the planning application has been submitted, and WNSL are in the process of seeking funds.

  63  The current work includes:

  63.1  An assessment of the issues related to a potential repayment of grant;

  63.2  An assessment of an alternative solution for athletics, based on a review of options which may provide a better technical solution than Wembley, better value for money than Wembley, cost plan within the budget constraints, and robust viability; and

  63.3  An assessment of the prospects for the 2005 World Athletics Championships bid due to be submitted to the IAAF by 31 January 2000.
