Annex E

  Restructuring or redeployment measures currently in progress or scheduled to be begun or completed before 31 December 1999 consequent on the SDR restructuring proposals: and an indication of any which have been put on hold as a result of new commitments unanticipated 12 months ago.

NAVAL SERVICE

  There are a number of SDR restructuring measures.

    (a)  Submarine Flotilla

      i.  Reduction of the SSN Force from 12 to 10 hulls.
      ii.  The readiness of the SSBN force has been revised and only one SSBN will be on patrol at any one time.

    (b)  Surface Flotilla. Post SDR disposal of BOXER, BEAVER and LONDON is proceeding as planned.

    (c)  Naval Reserve Forces. The Royal Naval Reserve (RNR) is in the process of recruiting to a ceiling increased from 3,500 to 3,850. Both the RNR and Royal Marine Reserve (RMR) have available to them an increased number of training days.

ARMY

  The Army will have achieved the following SDR restructuring measures by 31 December 1999.

    (a)  The formation of HQ 12 Mechanised Brigade and Signals Squadron from HQ 5 Airborne Brigade. Most of the units of 12 Mechanised Brigade will re-role or relocate in 2000.
    (b)  The re-roling of 24 Airmobile Brigade and units from 5 Airborne Brigade to create 16 Air Assault Brigade.
    (c)  Contribution to the creation of Joint Doctrine and Concepts Centre (The Alanbrooke Centre) at Shrivenham.
    (d)  Formation of the Joint Helicopter Command.
    (e)  Contribution to the formation of the Joint NBC Regiment.
    (f)  Contribution to the creation of the Joint Rapier Field Standard C Training Unit.
    (g)  Provision of some support to Joint Forces Headquarters (Communications and Life Support).
    (h)  Removal of the Landing Craft Logistic capability.
    (i)  Completion of an HQ LAND Review of Collective Training and Readiness.
    (j)  Creation of Telemech Troops will have begun and will be completed by 2001.
    (k)  Creation of Local Resource Troop RLC
    (l)  Creation of Petroleum Troop RLC.
    (m)  Creation of Rations Troop RLC.
    (n)  Production of HQ LAND's Strategic Environmental Appraisal.
    (o)  Phase 1 restructuring of the Territorial Army.
    (p)  Introduction of the Common Leave Allowance.
    (q)  Creation of the Defence Storage and Distribution Agency.
    (r)  Transfer of Explosive Storage to the NBSA.
    (s)  Creation of the Defence Transport and Movement Agency.
    (t)  Formation of the Reserves Training and Mobilisation Centre (RTMC), Chilwell.
    (u)  Creation of Logistic Support Squadrons for 101 and 102 Logistic Brigades.
    (v)  Withdrawal of 1 x Armoured Regiment and 1 x Artillery Battery from Germany.

RAF

  The key restructuring/redeployment measures affecting the RAF that have taken place or are due to take place this year are:

    (a)  The reduction of the number of offensive support aircraft by 23.
    (b)  The reduction of the number of air defence aircraft by 13
    (c)  The creation of the Joint NBC Unit.
    (d)  The creation of the Defence Aviation Repair Agency.
    (e)  Formation of a Joint Helicopter Command

  Of these an initial delay in disbanding of 17(F) Squadron (offensive support aircraft) was experienced, due to KOSOVO operations. However, this has now been completed.
