Memorandum from Cambridge Education Associates Limited (RPS 18)

  Thank you for your letter of 21 February. Herewith my supplementary submission as requested:

        "The merger of CEA with CEC means that CEA will become part of the Mott MacDonald Group of companies. It is the natural progression of a working relationship which has developed over a number of years. CEC is a major provider of educational services overseas and the two companies are working on large projects in Third World countries. The two companies are also leading a consortium which is delivering ICT training for teachers as part of the national programme funded by NOF. As far as the Islington project is concerned it has been a joint venture between Mott MacDonald and CEA from the outset and both companies are signatories to the contract. The combined strengths of the two companies were perceived by Islington and DfEE as a major reason for the award of the contract. The contract with DfEE for the deployment of threshold assessors and advisers is also a joint venture between the two companies. Derek Foreman and Brian Oakley-Smith have both signed service agreements with Mott MacDonald."
