Letter from the Overseas Labour Service

  As you are aware from the round of consultations carried out with you and the other football bodies by Campbell Gilmore and myself during March, Ministers have been taking an active interest in the work permit criteria that we currently apply to professional footballers.

  Following our report back to Ministers on these consultations and a subsequent meeting with them, they have identified a number of proposed changes to the existing criteria which they have asked us to discuss with you and the other bodies involved when we meet to review the criteria next Monday, 24 May.

  I felt it was important to alert you to the areas which the proposed changes affect. They are as follows:

    —  using a player's salary level as an indicator;

    —  the duration of permits;

    —  changing the way that individual applications are handled;

    —  using a panel of experts to decide appeals;

    —  aggregating countries' FIFA rankings over a longer period.

  I look forward to meeting you on Monday when we will be able to discuss in more detail the issues outlined above.
