Letter from the Overseas Labour Service

  I am now in a position to be able to forward to you a summary (attached) of the work permit criteria for footballers for next season. My Minister, Mrs Hodge, has carefully considered the comments made by all the football governing bodies to the proposed arrangements at last week's meeting and those received since. It was not possible on this occasion to reach agreement with all the bodies on the introduction of quotas for next season.

  I will send to you, as soon as possible, a more detailed version of the arrangements. This will include confirmation of:

    —  an appropriate "cut-off" point for the FIFA rankings; and

    —  the arrangements for the appeals panel.

  I am arranging for all clubs who have an outstanding extension application with us to be contacted by telephone today to inform them that a permit renewal has been granted (see note (v) in the attached document). We will also aim to deal with any new applications from clubs as quickly as possible over the next few days.

  May I take this opportunity of personally thanking you and your colleagues for your co-operation in this exercise over the past few months. I look forward to meeting you again towards the end of the coming season when we can discuss how the arrangements have worked in 1999-2000.
