Summary of the Recommendations made by the Review Panel

Application by Celtic Football Club for a work permit for Stilian Petrov

Recommendation

  Having considered the oral, written and video evidence the Panel were unanimously in favour of recommending to the Minister that a work permit be issued to Celtic Football Club for Stilian Petrov. In particular, they were persuaded that Mr Petrov is a player of the highest calibre and that view was reinforced by the testimonials provided by the coaches of the English and Scottish national football teams.

Application by Partick Thistle Football Club for a work permit for Quinton Jacobs

Recommendation

  The Panel felt that the evidence presented was not sufficient to merit a recommendation at this stage. They have asked if the Department can seek further evidence from Partick Thistle to demonstrate the ability of the player in question. In particular, they have asked for video evidence of the player performing in international competitive matches along with testimonials from respected coaches who have had the opportunity to assess the playing standard of Mr Jacobs before they can reach a conclusion as to their recommendation.
