Further Memorandum received from the Professional Footballers Association (PFA) (WP31)

  The PFA's view was that the work permit criteria had been eroded and the current system allowed clubs easy access to non-EU nationals. The PFA would like to see a tightening of criteria in the following areas:

PRE ENTRY:

    —  Full international status.

    —  Disclosure of salary offered.

    —  Consultation with the football bodies (PFA, FA, FAPL/FL) on "special" cases, eg Dwight Yorke.

    —  FIFA ranking and review panel to be scrapped.

POST ENTRY:

    —  Annual review against renewal of work permit criteria.

Quotation system:

  The FA, Premier League and Football League have already agreed and publicised preference of a quota system.

  Advantages—a maximum figure is maintained. Disadvantages—could increase current non-EU/EA nationals and problems may arise with promotion and relegation. For PFA to support quota system would want maximum of two per club in the Premier League and one per club in the Football League—none in the second and third divisions.

  Additional Information for Committee:

  Impact of foreign players not only on England National team but on the other home nation national teams.

    —  Lobby for restriction on non-UK nationals per team.
