Select Committee on Education and Employment Appendices to the Minutes of Evidence

APPENDIX 26

Further memorandum from the League Managers Association (WP 41)

WORK PERMITS FOR OVERSEAS FOOTBALLERS INQUIRY

Thank you for your letter dated 17 March 2000. Please find herewith additional information which you requested.

The LMA analysis of its member's opinion on EEU players is as follows:

The suggested quotas requirements in the first team squad of 16 players would initially be a minimum of five domestic players, ie 11 plus five subs. This minimum domestic quota to be increased annually by one player each year until possibly five years. This five year period would give the clubs a reasonable time to structure and plan. We feel this would encourage the development of young academy players and justify the large investment that clubs are now making in this specific area. It would also make clubs concentrate on buying only the best of foreign players.
