SUPPLEMENTARY MEMORANDUM FROM THE FOUR COUNTIES GROUP OF HIGHER EDUCATION INSTITUTIONS (HE 61)

1.  TWO EXAMPLES OF GOOD PRACTICE WITHIN LOW PARTICIPATORY AREAS INTO HIGHER EDUCATION

Criteria

  For school to be within "cold spot" as defined by the Four Counties Report 1999, that is below national, regional and specific county participatory levels.

  For "school" to have a high incidence of enabling factors towards progression as identified by the qualitative research in the Four Counties Report 1999 ie:

    —  strong school parent links,

    —  strong in-house preparation programme,

    —  active links with higher educational establishments.

  For school to perform well in relation to regional and district DfEE performance indicators (5 A*- C grades GCSE, A/AS-level average point score per entry, GNVQ average point score per entry).

HEWETT SCHOOL

  Role: 1927, mixed, ages 12-18 years.

  Norwich District participatory level 3.11 per cent (1997-98) 2.58 per cent (1998-99) ranked 32>33 out of 34 Four Counties Districts over time sequence 1997-98, 1998-99.

  National Regional and County rates 5.35, 4.18, 3.89 per cent (1997-98) 5.65, 3.66 and 3.25 per cent (1998-99).

  DfEE indicators 1997-98:

    Region GCSE 50.66 per cent, AS/A level 5.4, GNVQ 9.2

    District GCSE 48.57 per cent, AS/A level 5.4, GNVQ 8.2

    School GCSE 44.00 per cent, AS/A level 5.4, GNVQ 11.1

  Ward: Town Close, participatory rate 3.24 per cent (1997-98) 2.98 per cent (1998-99).

NEWMARKET UPPER SCHOOL

  Role: 640, mixed, ages 13-18 years.

  Forest Heath District participatory level: 2.46 per cent (1997-98) 2.18 per cent (1998-99) ranked 34 = 34 out of 34 Four Counties Districts over time sequence 1997-98, 1998-99.

  National Regional and County rates 5.35, 4.18, 4.68 per cent (1997-98) 5.65, 3.66 and 4.03 per cent (1998-99).
